France’s Development Agency (AFD) invested EUR 536 million in Morocco in 2024. The funding targeted sectors like sustainable industry, agriculture, health, and infrastructure, AFD’s director in Morocco, Quiterie Pincent, said in an interview with the country’s new agency (MAP).
AFD’s largest financial commitment last year—EUR 350 million—went to a partnership with Morocco’s fertilizer company OCP Group to support a more sustainable industrial model and innovation in climate-friendly industries.
The agency also allocated EUR 102.6 million to expand Morocco’s mandatory health insurance (AMO), strengthening social protection for millions of citizens.
In the renewable energy sector, AFD backed hydrogen innovation with a EUR 800,000 grant to the Institute of Solar Energy and Renewable Energy (IRESEN). It also provided a EUR 26 million package, including a EUR 1 million grant, to support regional development in Guelmim-Oued Noun.
In addition, AFD directed EUR 51.5 million toward gender-sensitive budgeting to embed gender equality in public policy.
AFD’s engagement extends beyond public institutions. Through the Morocco-France Investment Accelerator Program, AFD, in addition to partners like Proparco and Expertise France, boosted sustainable investments in Moroccan small and medium-sized enterprises (SMEs).
It also continued its commitment to Morocco’s transport sector by preparing for future investments in the country’s rail infrastructure, including the extension of the nation’s high-speed rail network.
For 2025, AFD plans to expand its footprint in Morocco’s southern regions, including Laayoune-Sakia El Hamra and Dakhla-Oued Eddahab. The agency will focus on three key priorities: sustainable resource management, green infrastructure, and social development, with a strong emphasis on education and workforce training.
“AFD is committed to supporting Morocco’s economic transformation with sustainable and inclusive investments,” Pincent said. The official highlighted that the agency will continue working closely with public and private partners to drive impactful development projects.
