The Moroccan government announced new measures to improve the financial and administrative conditions of prison administration and reintegration officials. Government Spokesperson Mustapha Baitas made the announcement Tuesday during a session at the Upper House of Parliament.
Baitas said the reforms, introduced through a recently adopted decree, establish a special status for prison administration officials. He added that the changes aim to motivate employees and enhance their role in developing penitentiary institutions.
The measures include revising the classification system for ranks and positions within the General Delegation for Prison Administration and Reintegration (DGAPR). The new structure introduces two main ranks: prison surveillance officers and prison command officers. Baitas noted that the promotion system will now be merit-based, focusing on performance.
The reforms also allow officials from common ministerial cadres to integrate into the prison administration upon request and create opportunities for recruiting specialized personnel such as doctors and engineers.
The plan also seeks to streamline administrative career management, improve processes for recruitment, training, tenure, and discipline, and align these with the profession’s unique demands.
A key aspect of the reforms is a comprehensive review of the compensation system.
The official announced salary increases and enhanced social welfare programs for sector employees, addressing longstanding financial concerns.
