Morocco’s second-generation national electronic identity card program, known as CNIE 2.0, became a pivotal administrative tool in 2024, providing the public with secure access to many public functions and private services, according to the end of year report released on Tuesday by Morocco’s National Police (DGSN).
The integration of two systems, the “Trusted Third-Party Identity Verification” system and the “Digital Identity Platform,” now allows citizens to verify their identity in real-time for a umber of administrative and financial transactions. The integrated system ensures data protection while enabling secure use of the CNIE’s electronic chip or mobile applications for in-person and remote services.
To broaden access this year, DSGN established 17 framework agreements with entities such as Bank Al-Maghrib, the Moroccan Banking Association, the Ministry of Health, and various professional bodies, covering sectors including insurance, education, transportation safety, and retirement funds. The agreements are intended to integrate government and private sector functions into the digital identity system supported by CNIE 2.0.
In addition, DGSN approved over 30 public and private institutions for direct use of the Trusted Third-Party platform. These include the Ministry of Justice, the Directorate General of Taxes, Customs, national banks, and financial institutions.
The system was upgraded during 2024 to include recognition of biometric passports and new-generation residence permits along with the CNIE for identity verification. Many service providers can now obtain a digital confirmation of identity instead of retaining physical copies of identity documents.
The “My Digital Identity” mobile application also underwent a comprehensive update this year to improve user experience and integrate facial recognition technology. It now supports QR code generation to accelerate identity verification processes.
DGSN also launched its integrated digital service portal, “E-Police,” to provide a range of administrative services in an interactive digital space. This user-friendly platform ensures fast responses, remote identity verification, and personal data protection.
The first service integrated into E-Police was the digitization of criminal record requests (the anthropometric sheet), enabling citizens to apply online after identity verification. Other services, including booking appointments for CNIE issuance and registration for police recruitment exams, were also added. Future expansions are expected to digitize additional administrative documents, including residency certificates and CNIE renewal applications.
DSGN’s efforts intensified in 2024 to provide CNIE 2.0 to citizens all across Morocco, especially in remote areas. The agency deployed 80 new mobile units equipped with digital systems to process identification documents, serving over 130,000 individuals in urban and rural areas. Emergency operations were organized to issue or renew identification documents for victims of natural disasters, such as the Al-Haouz earthquake and floods in Tata province.
Special initiatives also catered to individuals benefiting from royal pardons, particularly in northern regions.
For Moroccan expatriates, a program to collect identification data at 71 consular and diplomatic centers significantly reduced processing times for CNIE issuance, with over 219,000 CNIEs issued to overseas Moroccans in 2024.
In total, nearly 4.7 million CNIEs were produced in 2024, with 3.45 million issued from the Rabat issuance center and 1.25 million from the newly established Marrakech center. Additional outputs included over 1.5 million criminal records, 51,000 residence permits for foreigners, and 21,000 entry visas.
