Morocco’s King Mohammed VI signed a declaration on the “Enhanced Exceptional Partnership” with French President Emmanuel Macron on Monday at the Royal Cabinet in Rabat.
The Declaration between Morocco and France will address shared challenges by leveraging all avenues of bilateral, regional, and international cooperation.
During Macron’s three-day state visit from October 28-30, both leaders outlined their goals for the partnership, highlighting the strong human and cultural connections between their nations.
The monarch and Macron reaffirmed their commitment to a state-to-state relationship based on mutual respect, sovereignty, non-interference, trust, transparency, early consultation, solidarity, and shared responsibility. They agreed on strengthening political and strategic alignment to tackle global challenges, deepening and modernizing economic cooperation to enhance social cohesion and strategic autonomy, and enhancing human connections and cultural exchanges rooted in the values of Francophonie.
Several strategic sectors were identified for increased focus, including public health and vaccine production, water resource management, agriculture, food security, infrastructure development, renewable energy, artificial intelligence, security cooperation, education, cultural industries, and sports events leading up to the Paris 2024 Olympics and the 2030 FIFA World Cup.
The two countries will also join efforts to tackle irregular migration and enhance coordination among countries involved in migration flows.
The sovereign and the President highlighted the importance of Africa, the Atlantic, Euro-Mediterranean relations, and the Middle East. They agreed to promote initiatives contributing to the security, stability, and development of these regions, recognizing King Mohammed VI’s significant efforts for stability and development in Africa.
The King and the President will address international crises, protect global public goods, and enhance cooperation in areas such as climate change and biodiversity, particularly in Africa and the Euro-Mediterranean region, under the agreement terms.
The two leaders will personally oversee the implementation of the “Strengthened Exceptional Partnership,” setting priorities and regularly reviewing progress. A joint strategic committee will be formed to facilitate ongoing collaboration.
The monarch and Macron reiterated the importance of addressing the Sahara issue under Moroccan sovereignty, with France supporting Morocco’s autonomy plan as a basis for a crredible and long-term political solution.
