Morocco and Spain have signed an agreement allowing for the reciprocal recognition and exchange of driver’s licenses. The deal was discussed during a Government Council meeting in Rabat on Thursday.
The deal eliminates the need for Moroccan drivers to retake the theoretical driving exam when applying for a Spanish driver’s license.
Morocco’s Minister of Foreign Affairs, Nasser Bourita first presented the agreement, which updates a previous accord from 2004. It allows Moroccans living in Spain to easily exchange their Moroccan driver’s licenses for Spanish equivalents, streamlining the process for most license categories.
However, there is an important exception: drivers seeking to exchange licenses for categories C, C+E, D, and D+E, which typically apply to larger vehicles such as trucks and buses, will need to pass a practical driving test on public roads. The additional test will involve using vehicles permitted by these specialized licenses.
The new deal reflects ongoing cooperation between Morocco and Spain, further strengthening bilateral ties, especially for Moroccan nationals residing or working in Spain.
Government Spokesperson Mustapha Baitas noted the practical benefits of the agreement, saying that it will ease the daily lives of Moroccan drivers abroad.
The policy change marks a significant step in improving the mobility of Moroccan citizens in Spain.
The agreement will be implemented in Morocco once Bill No. 25-24 proposing the updated accord receives formal legislative approval.
