The Moroccan Lower House unanimously approved a bill amending Dahir (legal decree) No. 1.58.008 of 24 February 1958, concerning the general status of civil servants, in a session on Thursday. Of particular interest are the amendments to sick leave provisions.
The new legislation provides civil servants with the assurance of full salary during both mid- and long-term sick leave, thereby offering financial stability.
Ghita Mezzour, Minister Delegate for Digital Transition and Administrative Reform, stated that “this adjustment is designed to provide civil servants with comprehensive healthcare and other necessary treatment through the retention of their full salary.”
“The latest amendments now include neurocognitive disorders within the list of medical conditions for which long-term sick leave is eligible,” the official said.
The legislation, according to Mezzour, aims to waive the penalty of dismissal in conjunction with the suspension of retirement benefits, taking into account the unfavorable implications of depriving a civil servant and their dependants of retirement entitlements.” She continued that “following Article 31 of the Constitution, a civil servant cannot be penalized twice for the same infraction.”
