Morocco’s Minister of Transportation and Logistics, Mohamed Abdeljalil, has tendered a new draft law to the General Secretariat of the Government streamlining the enforcement of Law No. 52.05 in the Road Code for vehicles.
The draft law provides that individuals who purchase a new or a second-hand vehicle that has not been previously registered, must register it with the appropriate authority in their place of residence to obtain a registration certificate in their name. Those who have previously registered a vehicle in Morocco must submit a file for ownership transfer to obtain a registration certificate in their name.
The bill would simplify the National Road Safety Agency’s administrative procedures, define what constitutes a “motorized personal mobility vehicle” or “pedelec bicycle,” allow for modification of the weights and dimensions of authorized vehicles by the government authority in charge of transportation, as well as specify the technical requirements for such vehicles and bicycles.
“Pedelec bicycles” are electrically assisted bicycles with a minimum of two wheels, featuring an electric motor with a maximum power output of 250 watts. The motor disengages when the rider stops pedaling or gradually decreases until disengaging completely before reaching speeds of 25 kilometers per hour.
