The Ministry of Solidarity, Social Integration, and the Family announced on Thursday it is launching a new digital platform to manage applications for a “Disability Card” to advance disabled Moroccan citizens’ ability to participate in various aspects of daily life while upholding their dignity and equal rights, according to a press release.
Approved by the government on Thursday, Decree No. 2.22.1075 calls for the establishment of a digital platform to facilitate and accelerate the registration process for disability cards, the Ministry announced.
The program will be rolled out in particular regions and provinces before being extended across the entire country.
The new decree carries out the royal vision of improving the quality of life of persons with disabilities as well as improving citizens’ social security pursuant to Article 34 of the Moroccan Constitution.
All individuals with a documented disability will be granted a “disabled person’s card,” according to the terms of the decree, which further defines the eligibility requirements for the card and the application procedures.
The decree is one of the legal reforms designed to align Moroccan legislation with the provisions of the United Nations Convention on the Rights of Persons with Disabilities, and apply the UN’s Framework Law No. 13-97 on the protection and promotion of the rights of people with disabilities, particularly Article 23.
The Ministry of Solidarity and Social Integration is also consulting with stakeholders to conduct a study to evaluate the degrees of disability in the country, develop a new assessment system, and adopt a reference framework based on the World Health Organization’s criteria for equitable treatment of people with respect to the nature and degree of their disability.
