Morocco emerged as a robust model of effective counterterrorism, with successive successes that demonstrate the country’s commitment to global security, as per the recently released US State Department report.
The most remarkable accomplishment was the absence of terrorist incidents in Morocco in the year 2022. This observation shows the effectiveness of the country’s comprehensive counterterrorism strategy, which combines sound security measures, and regional and international cooperation.
Moroccan law enforcement saw significant development in 2022, on the back of counterterrorism legislation aligned with UN Security Council Resolution 2178. At least 20 people were apprehended in 10 anti-terrorist operations, thereby stopping potential attacks on public facilities and figures, as well as government security buildings.
The report highlights incidents such as the arrest of five ISIS-affiliated extremists in March, October and November, revealing plans for terrorist acts and infrastructure sabotage. It underscores Morocco’s proactive stance and vigilance against potential threats.
Morocco’s substantial engagement in US-sponsored programs for improving technical and investigative capacities is also acknowledged in the report. The country’s involvement in areas such as financial investigation, intelligence analysis, criminal justice, and cybersecurity mirrors its will to remain at the forefront of the counterterrorism effort.
Border security is a primary concern for Moroccan authorities, with a focus on effective inspections at ports of entry and collaboration with the US to detect and deter unlawful transit attempts. The report praises Morocco’s ability to spot forged documents and highlights the operation of mobile and fixed checkpoints in border areas.
Morocco’s proactive strategy reflects its commitment to combating violent extremism. In addition, the country focuses on economic and human development, promotes Sunni Islam, and implements deradicalization programs such as Moussalaha (Reconciliation).
Morocco’s global leadership in counterterrorism is highlighted by its hosting of the Global Coalition to Defeat ISIS ministerial summit in 2022. The country also co-chaired with Canada the Global Counterterrorism Forum in 2022.
In a separate development, the Kingdom of Morocco secured the hosting rights of the 93rd General Assembly of the International Criminal Police Organization (Interpol) in Marrakech in 2025.
