For the second time, Russia has extended the invitation to its Africa dedicated summit for all African countries which are formally recognized by the United Nations. This happened despite pressure from nations such as South Africa and Algeria, which are using their amicable bonds with Moscow to push for the polisario’s participation.
The Russian sovereign decision, made anew for this second edition, proves that this is not a circumstantial choice but rather an unswerving, principled decision governing its foreign diplomacy.
The crystal clear intent is substantiated by all documents issued by the summit, particularly the four declarations and the action plan, which explicitly and unequivocally specify the attendance’s requisites.
All official documents are worded as following: “We, the Heads of State and Government of the Russian Federation and African States recognized by the United Nations (hereinafter referred to as the Russian Federation and the African States), and representatives of the African Union and leading African integration organizations.”
The event’s documentation and transcripts refer only to the 54 AU member states which are recognized by the UN. This decision contrasts sharply with the EU decision, which runs against international law, to invite the leader of the “polisario” militia to the EU-AU Summit, hosted by Brussels in February 2022.
The EU oddly extended an invitation to a notorious criminal who is prosecuted by international legal bodies over war crimes and human rights abuse, and who has condemned the UN-sponsored ceasefire and threatened Morocco’s security and stability.
In his keynote speech on Friday at the same venue, Russian President Vladimir Putin expressed his desire to strengthen Russian-Moroccan relations and boost the momentum triggered by King Mohammed VI’s 2016 visit to Russia.
