Brazil’s Senate approved Thursday the framework agreement on defense cooperation with the Kingdom of Morocco.
Sen. Esperidiao Amin (Progressives, Santa Catarina) emphasized that the bill promotes cooperation between the two parties in an environment conducive to the sharing of knowledge and experience, “while maintaining absolute respect for the sovereignty of both countries.”
The agreement–which was signed in June 2019 and adopted by the Brazilian Lower House in the middle of February–focuses on research, development, and logistical support cooperation as well as encouraging the purchase of defense goods and services.
The agreement aims to support research and development along with logistical assistance, while also promoting the purchase of defense-related goods and services. In addition, it aims to promote the exchange of information and expertise acquired by the military spheres of both nations, most notably in the scientific and technological domains.
The document focuses on the execution and development of programs for the use of defense technologies–while at the same time considering the role of business investment in both nations’ commercial sectors–and the transfer of knowledge and expertise between Morocco and Brazil.
The agreement also covers involvement in academic and hands-on training programs, as well as in recreational and cultural activities, humanitarian help, and military health guidance.
During his visit to Brazil, Minister of Foreign Affairs Nasser Bourita signed the draft decree, which also outlines the laws regulating civil liability governing this cooperation.
The two nations inked seven agreements during Bourita’s visit, covering an impressively comprehensive list of topics, ranging from mutual legal aid, to avoidance of double taxation on air and sea transportation, to investment and defense.
