The generalization of social security depends on the development of Public Hospitals, wrote the annual report of the Court of Audit released on Mar. 7th.
In this regard, the Court of Audit recommended setting up a governmental multi-sectoral policy for human resources working in the health sector, while taking account of the different parameters affecting their availability.
In its 2021 report, the Court also recommended enhancing the attractiveness of public hospitals, increasing the staff number and developing priority medical specialties. It advised an equal distribution of human resources to cover the population’s needs across the Kingdom.
The Court of Audit recalled that the social security project is to be implemented over the period of 2021-2025 and is expected to help 22 million additional beneficiaries get their Compulsory Health Insurance (AMO) by end of 2022.
The social security project is also expected to generalize family allowances in 2023-2024, increase adherence to pension plans and generalize compensation over job loss.
On a separate topic, the Court recommended the adoption of a contractual mechanism between the Ministry of Finance and the various governmental sectors, as well as between the latter and its decentralized offices in order to optimize efficiency.
The Court also called for the operationalization of internal control and building the capacities of human resources to keep abreast with this large-scale project.
The reform of public finance includes the approval of State’s accounts, the digitization of public finance management, and the enshrinement of accountability.
The report included recommendations on reforming income tax and value-added tax.
The Court also emphasized the need to periodically assess the socio-economic impact of incentives.
