The Lower House unanimously approved, on Tuesday, draft law No. 82.21 on electricity self-generation.
The bill modifies the legal and regulatory framework that governs the self-generation of electricity.
The bill aims to regulate this activity for individual consumption, regardless of the source of production, network type, voltage level, or capacity of the facility. It also ensures the safety of the power network and compliance with the principles of transparency and non-discrimination among the different stakeholders.
The bill is based on numerous fundamental concepts, including the right of any natural or legal person, public or private, to benefit from the status of self-producer, with some exceptions under the principle of neutrality.
The bill includes three systems that control self-generation when connected to power networks (declaration system, connection approval, and authorization system), methods to monitor compliance with the law as well as criminal and administrative fines.
