Abderrazak El Idrissi, The General Secretary of the National University of Education (FNE), shared a summary of the social dialogue between the most representative labor unions and the Ministry of National Education, Preschool, and Sports.
Within the report, Barlaman Today has received, El Idrissi stated that the labor unions held meetings with the minister from September 19th to 23rd, which resulted in the signing of meeting minutes, containing the major principles of the outputs of the committee’s work, so that it goes included in the finance law 2023 during the council of ministers at the beginning of next October.
The labor union member stressed that ”the mentioned draft, including its texts and applied decrees, will be presented in full detail later before the end of 2022, so that this unified statute is ready for approval, and will be applied in September 2023,” pointing out that ”the acquisitions in the fields of promotion, within the framework of public service, by the selection, professional examination and by capping, have been retained (which annually benefit about 20,000 employees of the Ministry of Education)”.
El Idrisi continued: ”for the first time, the performance bonus will be enacted for employees of the Ministry of National Education in order to motivate and improve performance in educational institutions and departments of the Ministry. Moreover, the Ministry has proposed 1,200 net dirhams monthly for a period of three years, extendable during the entire career, while labor unions on the other hand have considered it insufficient, and demanded 1,500 net dirhams monthly, in other meaning, 18,000 dirhams annually (i.e. equal to 3 months of salary for 6,000 dirhams). It was also emphasized that this bonus should be based on fairness, objectivity, and ethics, in addition, to linking it to the employee’s performance and be scalable in the future”.
He affirmed: ”the Ministry proposed that the beneficiaries each year are 10 percent (out of about 316,000 total employees of the Ministry of Education), i.e. about 30,000 employees in the first year, while the labor unions demanded 15 percent, that is about 45,000 employees. As the calculation of this percentage is carried out at the level of one or more institutions, where the concerned employees are ranked depending on a grading grid that takes into account a set of variables, including continuous training and professional performance, as well as the condition’s adoption of stability 3 years in the position will be adopted.
”When the employee benefits from the monthly bonus for 3 successive years, their performance will be evaluated again, and if it is positive, the benefit will be extended. As for the case of low profitability, the Ministry proposed withdrawing the bonus in full, and the labor unions suggested cutting it by half. If the latter persists in low profitability, the bonus then can be withdrawn in full and can be retrieved once the performance is improved, noting that the profitability bonus is not a substitute for the right to salary and other various promotions, ” according to El Idrisi.
As for the file concerning the regional academic frameworks, known as “contractual teachers”, the labor union member revealed that the 12 statutes and regulations for the academy employees will be canceled immediately with the issuance of the new statute, as they will be integrated into the new regulations for the Ministry of National Education’s employees, thus, the conditions of this new system will apply to them throughout their career path from employment to retirement”.
According to the General National Secretary of the National University of Education, El Idrissi added that there will be a creation of a central financial position for these professors, which enables them to obtain a remuneration payroll number (Known by the French acronym PPR), instead of receiving their salaries from regional academies.
El Idrissi highlighted that professors will be officially selected retroactively, financially and administratively for any promotions in ranks, and participate in the career examination 2022 in order to get a promotion from rank 10 to rank 11 for the first regiment (January 2nd, 2017), while guaranteeing the right to participate in ‘internal competitions’ at the Ministry of education and externals “.
Regarding doctorate holders, El Idrisi said that the framework label will be changed to a researcher, with the same path as research professors at the university, in addition to opening the possibility of integrating the common frameworks (editor – operator– technician – engineer) upon request, into the new regulation, as well as assigning an inspector for CPGE, BTS, and high school degrees.
As for the file of teachers who are still trainees, El Idrissi added that it will be processed, including those who are required to contract, as well as reviewing the conditions for accessing training centers (seniors 15 years, rank 11), and those in rank 10 (first recruitment in rank 7/8/9).
In parallel, according to The General Secretary of the National University of Education, work will be carried out on the representation of those who are required to contract by the employee’s representatives, and the paths will be opened to teaching assistants, economic, administrative, and social assistants, as for the file of those excluded from the scale (Primary teachers, secondary professors and assistants).
